What Is A2P 10DLC and Why Do Unregistered Texts Get Blocked?
A2P means "application-to-person": texts sent by software, like HighLevel, rather than typed by a person on a phone. 10DLC means "10-digit long code": a regular local U.S. phone number.
U.S. carriers created A2P 10DLC so they can verify who's sending business texts and what kind of messages they send. Every sender registers two things through The Campaign Registry (TCR):
- A brand: the verified business identity, such as legal name, tax ID, address and contact.
- A campaign: the use case, such as appointment reminders, customer care or marketing, with sample messages and a description of how people opt in.
Carriers moved from filtering unregistered traffic to blocking it outright in early February 2025. Providers like Telnyx confirmed that unregistered 10DLC traffic is now blocked altogether. That's why a perfectly built workflow can fail silently.
Important for agencies outside the U.S.: this applies to texts sent from U.S. local numbers. Canadian and other numbers follow their own rules.
Brand vs Campaign Registration: Who Registers, the Agency or Each Sub-Account?
Each client registers. Not the agency.
In HighLevel, A2P registration lives in each sub-account, under Settings > Phone System > Trust Center. The brand must be the client's business: its exact legal name, EIN, registered address and an authorized contact. Registering a client's texts under your agency's EIN is the wrong setup, and the registration status doesn't travel with a phone number if you move it.
The order is always the same:
- Register the brand with the client's legal details.
- Once the brand is approved, register the campaign: use case, description, opt-in method, sample messages, privacy policy and terms links.
- Assign the client's phone number to the approved campaign.

Per-message carrier fees come on top. Prices are set by outside providers and can change, so check the fees article before you quote a client.
Approval time: HighLevel doesn't publish a guaranteed review time for campaigns. A clean first submission often goes through quickly. A rejection and resubmission can add days or weeks, which is the real cost of getting it wrong.
Why Do Campaigns Get Rejected and How Do You Fix It?

1. Opt-in wording
- The SMS checkbox on your client's form must be unchecked by default.
- The consent text next to it needs four things: what messages they'll get, how often, "message and data rates may apply" and how to opt out (reply STOP).
- Marketing consent must be collected separately from transactional consent like reminders.
Example: "I agree to receive appointment reminders and occasional offers from [Business Name] by text. Message frequency varies. Message and data rates may apply. Reply STOP to opt out, HELP for help."
2. Privacy policy
The privacy policy must be public and say that mobile information won't be shared with third parties for marketing. A generic template without that line is one of the most common rejection reasons.
3. Sample messages
- Give at least two different, realistic samples that match the use case you selected.
- Include the business name and opt-out language.
- Use full HTTPS links, never public link shorteners like bit.ly.
- Don't paste the same text into every field.
4. Website and business name
- The client's website must be live, public and show the business name, contact details and the SMS program.
- The legal name or DBA must match everywhere: brand, campaign description, website and samples.
- Use a business email address, not a personal Gmail.
Some industries can't register at all, including cannabis, gambling, crypto and certain loan offers. Check before you promise a client SMS.
When Is Toll-Free Verification the Better Route?
Toll-free numbers skip A2P 10DLC but need their own toll-free verification. Unverified toll-free numbers can't send SMS to the U.S. or Canada.
- Consider toll-free for a client that operates nationally, doesn't care about a local area code and can wait. HighLevel notes reviews typically take four to six weeks.
- Stick with 10DLC for local service businesses, where a local number gets more answers and faster setup matters.
What Happened to the FCC One-to-One Consent Rule?
You may have heard that every lead would need to consent to each seller separately. In January 2025, the U.S. Court of Appeals for the Eleventh Circuit vacated the FCC's one-to-one consent rule before it took effect (Morrison Foerster summary). The TCPA and carrier opt-in rules still apply, so clear consent on every form still matters.
